WINTON – After a three and one-half year tenure, Hertford County Manager David Cotton is leaving to embark on a new career opportunity.

Cotton has accepted an offer from Cleveland County to become their manager. He will conclude his tenure in Hertford County on July 31.

“It has been my distinct privilege to have served the citizens, Board of Commissioners, and staff of Hertford County over these past three and half years,” Cotton stated. “I have been honored and humbled by the trust and confidence the Board has had in my leadership and ability.”

As a team, Cotton said he and the commissioners have accomplished a multitude of projects and initiatives, which he stressed will benefit the community for years to come. These range from improving and expanding access and transparency, engaging technology to improve efficiency and effectiveness, reestablishing a robust economic development strategy, community engagement, first ever Annual Comprehensive Financial Report Certificate of Achievement, implementing an asset replacement schedule to leveraging grants and alternative funding sources, which has served as a funding multiplier.

“I want to thank the dedicated and talented public servants of Hertford County who I have served along side for the betterment of our community. In closing, I want to thank Chairman Andre Lassiter and the Board of Commissioners for their unwavering support, sage advice and leadership,” Cotton added.

During his tenure as County Manager, local officials said that Cotton exhibited exemplary leadership and unwavering commitment to the betterment of the community.

“His invaluable contributions have left an indelible mark on the county, positively impacting the lives of its residents. Under Mr. Cotton’s guidance, Hertford County has achieved numerous milestones and witnessed remarkable growth. His strategic vision and innovative approach have played a pivotal role in the successful implementation of various development projects, infrastructure improvements, and community initiatives. Through his astute financial management, the county has experienced fiscal stability, enabling the realization of vital programs and services for the benefit of all constituents,” stated an official press release from the county.

“The Board of Commissioners extends its deepest gratitude to David Cotton for his remarkable service, dedication, and tireless efforts in advancing the interests of Hertford County. His exceptional leadership skills, professionalism, and integrity have been an inspiration to both his colleagues and the community at large,” the release continued.

“As Mr. Cotton transitions to his new role in Cleveland County, we are confident that he will continue to make a positive impact and bring about positive change. His expertise and commitment to public service will undoubtedly contribute to the continued growth and prosperity of Cleveland County,” as stated in the press release.

The Hertford County Board of Commissioners will soon initiate the process of selecting a qualified candidate to fill the position of County Manager. The board stated they remain committed to “upholding the high standards set by Mr. Cotton and ensuring a seamless transition for the betterment of Hertford County and its residents. Please join us in expressing our sincere appreciation to David Cotton for his exceptional service and in wishing him all the best as he embarks on this new chapter in his career.”

Cotton was initially hired as the Interim Assistant County Manager for a term lasting from Dec. 1-31, 2019. Then, upon the Dec. 31, 2019 retirement of long-time Hertford County Manager Loria Williams, Cotton filled the role as Interim County Manager over the next six months before the commissioners removed that interim title effective July 1, 2020 at which time they named him as its permanent manager.

Prior to his appointment with Hertford County, Cotton served Onslow County for approximately nine years as the Assistant County Manager, Deputy County Manager, and most recently as the County Manager until October of 2019. During his tenure with Onslow County, Cotton spearheaded and oversaw many key initiatives and projects, to include the county’s Health and Wellness Center. Additionally he served as the project leader for the Onslow County Government Center, Environmental Education Center and Library at Sneads Ferry, the Public Safety Memorial, and Onslow County Courthouse.

Cotton was named as the Assistant County Manager of the Year in 2012 by his peers at the North Carolina City / County Management Association.

He is a member of the International City/County Management Association (ICMA), North Carolina City/County Management Association (NCCCMA), Appalachian State University Local Government Alumni Association Board of Directors, as well as maintaining his credentialed manager status with ICMA (ICMA-CM).

He received his Bachelor’s Degree and Master of Public Administration from Appalachian State University.
