RALEIGH – Frank Winston Ballance Jr., 77, of Raleigh, formerly of Windsor, died Friday, February 22, 2019 at Wake Medical Center, Raleigh. Memorial services will be held at 6 p.m. on Thursday, February 28, 2019 at Elevation Baptist Church, Raleigh. Funeral services will be held at 1 p.m. on Friday, March 1, 2019 at Indian Woods Missionary Baptist Church, Windsor. Burial will follow in the church cemetery.
