NOTE: Hertford County voters had a split decision on the six state constitutional amendments on the ballot – favoring the protection of the right to hunt and fish; strengthening victims rights; and capping the state income tax rate at a maximum 7.0%. They opposed the Photo ID amendment; establishing a nonpartisan Judicial Merit Commission; and creating a Bipartisan Board of Ethics and Elections.
