WINDSOR – Sandra Elizabeth Hoggard Phelps, 66, of West Gray Street, Windsor, died Thursday, October 19, 2017 at her residence. Funeral services will be held at 11 a.m. on Monday, October 23, 2017 in the Chapel of Walker Funeral Home, Windsor, who is handling the arrangements. Burial will follow in Edgewood Cemetery, Windsor.
