ELIZABETH CITY – William Roosevelt Bowen, 83, of Elizabeth City, formerly of Windsor, died Tuesday, February 21, 2017 at Sentara Albemarle Medical Center, Elizabeth City. Funeral services will be held at 1 p.m. on Sunday, February 26, 2017 at Cedar Landing Missionary Baptist Church, Windsor. Burial will be in the church cemetery. Wilder’s Chapel of Windsor is handling the arrangements.
