WINDSOR – Bettie Joyce Winborne Outlaw, 60, of Bond Lane, Windsor, died Thursday, October 27, 2016 at Vidant Bertie Hospital, Windsor. Funeral services will be held at 1 p.m. on Wednesday, November 2, 2016 at Speller’s Chapel Church, Windsor. Burial will be in Hillcrest Cemetery, Windsor. Wilder’s Chapel, Windsor, is handling the arrangements.
