WASHINGTON, DC – Roland Roosevelt Outlaw, 71, of Washington, DC, formerly of Windsor, died September 7, 2016 at his residence. Funeral services were held Sunday, September 11, 2016 at Zion Bethlehem Missionary Baptist Church, Windsor. Cherry’s Funeral Home, Windsor, handled the arrangements.
