WINDSOR – Thelma Sanford Hoggard, 76, of Bull Hill Road, Windsor, died Saturday February 11, 2012 at Vidant Bertie Hospital. Funeral services will be held at 2 p.m. on Tuesday, February 14, 2012 at Ross Baptist Church.  Burial will follow in the church cemetery. Walker Funeral Home, Windsor, is handling the arrangements.
