Child sex charges filed

WINTON – An Ahoskie man is behind bars here under a $750,000 secured bond, accused of 20 felony counts of sexual related crimes against a child.

Timothy Lynn Winborne, 35, of 106 Southern Road was arrested Tuesday, according to Hertford County Sheriff Juan Vaughan.

Vaughan said Winborne was charged with five counts each of statutory sex offense (against a minor) and sexual acts by a substitute parent as well as 10 counts of indecent liberties with a child.

Winborne was scheduled to make his first appearance in Hertford County District Court today (Friday).

Sheriff Vaughan said a telephone call placed to his office by the mother of the young victim prompted the criminal investigation. Vaughan stated that HCSO Lt. Will Liverman spoke with the mother and from that conversation and additional investigative work, warrants were drawn for Winborne’s arrest.

The alleged criminal acts took place over a two-month period, according to Liverman’s investigation.

HCSO Investigator Brian Pearce assisted in the research and analysis of the facts surrounding this case.

“Will and Brian did an outstanding job of investigating this case, one that is very sensitive as it involved alleged sexual crimes committed against a child,” Sheriff Vaughan said. “It’s an extremely sad situation when activity of this type involves an innocent child.”
