Fifth person arrested in April 14 retaliatory shooting

WINTON – A fifth person has been arrested in a retaliatory shooting that occurred outside of Ahoskie on April 14.

Rashad Quadre Harmon, who was located at an address on Moore Town Road near Powellsville, was arrested yesterday (Tuesday) by the Hertford County Sheriff’s Office with the assistance of the U.S. Marshals Service.

Harmon, age 32, was charged with two counts each of attempted first degree murder, and discharging a weapon into occupied property. He was also charged with one count of possession of a firearm by a felon as well as other outstanding warrants.

Harmon is currently being held in the Hertford County Detention Center under a $1,075,000 secured bond and is awaiting his first appearance in court.

Previously arrested for the retaliatory shooting are Cameron Jaiy’er Lassiter, age 21; Justin Rashad Powell, age 20; Brandin Deandre Hawkins, age 24; and Andreas Monger.

Lassiter, Powell, and Monger were each charged with two counts of attempted murder and two counts of discharging a weapon into occupied property. Hawkins was charged with one count of accessory after the fact.

This crime occurred moments after 46-year-old Derrick Lamont Monger and 17-year-old Jaylen Lamar Carey shot and killed each other at Carey’s residence at 302 Jernigan Airport Road.

Hertford County Sheriff Dexter Hayes said there was some sort of altercation earlier that involved someone in Monger’s family and he apparently drove to the Jernigan Airport Road residence to confront that person.

“Our investigation showed that Mr. Monger approached Mr. Carey at which point an argument ensued, which ended with shots allegedly being fired by both men that resulted in their deaths,” Hayes said.

The double shooting, Hayes said, occurred in the backyard of the residence. He stated that upon the arrival of his deputies, both men were deceased.

However, this tragic case took another turn. Hayes said the investigation also revealed there was a secondary shooting on April 14 at the same residence moments after the first one.

“The house there was struck multiple times and one male found inside the residence was grazed by bullet fragments,” Hayes said.

Hayes identified that victim as 25-year-old Joshua Devonte Tann, who was transported to ECU Health Roanoke-Chowan Hospital for treatment and later released. According to Hayes, Tann is related to Carey.

The Sheriff added there was a second individual inside the home at the time of the secondary shooting. That person was not injured.

Hayes said each of the five individuals arrested in the retaliatory shooting are related to Derrick Lamont Monger.
