His doctorate in Educational Leadership was conferred in 2008 by Nova Southeastern University in Fort Lauderdale. Dr. Elam then ascended to presidential positions at College of the Mainland in Texas City, Texas, Roanoke-Chowan Community College, and Halifax Community College.
