WINDSOR – Dr. Frances Spruill Baker, 70, a resident of Cypress Glenn Retirement Community and formerly of Bakertown Road, died Wednesday, March, 11, 2020.

She was born in Chowan County, February 14, 1950 to the late Jay Frank and Lucy Tarkington Spruill and predeceased by her husband, Ray Neil Baker, Sr.; son, Brian Ledrew Baker; and brother, Jay Frank Spruill, Jr.

Frances held a Bachelor of Science in Education, Master of Arts in School Counseling, Educational Specialists in Administration and Supervision, and a Doctorate of Education in Educational Leadership from East Carolina University. She spent 32 years of her career with Bertie County Schools teaching middle school, serving as school counselor, principal, and director of federal programs. She later taught high school literature at Lawrence Academy and taught in the School of Education at Chowan University. She was a member and past president of Delta Kappa Gamma International Honor Society for Educators and served on the executive state board of the Women’s Missionary Union (WMU). She was a member of Capehart’s Baptist Church where she taught Sunday school for approximately 50 years.

Funeral services will be held Saturday March 14, 2020 at 11 a.m. at Capehart’s Baptist Church. Rev. Stanley Hare will officiate. Burial will follow in the church cemetery.

Survivors include her daughter, Dr. Shannon Baker Powell and husband Travis of Grimesland; son, Ray Neil Baker, Jr. and wife Pamela of Askewville; sisters; Betty Comer of Chicago, IL, Debbie Umphlett of Edenton, Mary Miller of Charlotte; grandchildren, Tyler and Lauren Baker, Jonathan Powell and Caleb Lee. Other survivors include her special sister-in-law Carol Penn and many beloved nieces and nephews.

The family will receive friends Friday, March 13th from 6-8 p.m. at Walker Funeral Home and from 10 a.m. until service time on Saturday the 14th at Capehart’s Baptist Church.
