Windsor adopts billboard moratorium

WINDSOR – The town of Windsor followed suit.

A few weeks after the Bertie County Board of Commissioners adopted a moratorium on off-premise outdoor advertising, the Windsor Board of Commissioners did the same here Thursday morning.

“We talked with the County Manager (Zee Lamb) about this,” Mayor Bob Spivey said. “We want to make sure we don’t get inundated by high signs before we get the chance to look at it.”

According to Spivey, a portion of the U.S. 17 bypass which is currently under construction falls in Windsor’s Extraterritorial Jurisdiction (ETJ).

“This gives us the chance to look at it before we get signs all along the bypass,” he said.

According to the resolution, the moratorium will prohibit the creation or placement of any new off-premises outdoor advertising within the corporate limits and the ETJ for a calendar year which will extend until March 8, 2008 unless it is rescinded by future board action.

The resolution also directs the planning staff to perform and complete an expeditious review and make a recommendation of an ordinance which appropriately regulates off-premise outdoor advertising within that year.

Spivey said the ordinance was nearly identical to that of the county except for adding town ordinance numbers.

Commissioner O. Wint Hale made the motion to adopt the resolution with Mayor Pro Tempore Jimmy Hoggard offering a second.

In the discussion portion, Commissioner Bob Brown asked if the county’s moratorium or any other resolution or ordinance applied to the town.

Spivey said the ordinances and resolutions did not extend to the town, therefore the town had to follow suit with this ordinance.

After the discussion, the board passed the resolution by unanimous vote.
