‘Freak’ accident claims Windsor man

POWELLSVILLE – A Windsor man died as a result in a rather freak traffic accident near here Wednesday afternoon, bringing Hertford County’s highway death toll to seven thus far this calendar year.

According the investigating office, Trooper N. Harrison of the North Carolina Highway Patrol, 43-year-old Dale Lee Hoggard of 1033 Bull Hill Road, Windsor, was killed after being struck head-on by a trailer that came unattached from behind an on-coming vehicle.

Trooper Harrison said information on the person driving the other pick up truck, pulling the farm trailer, could not be released due to pending charges.

Hoggard was operating a 2004 Chevrolet pickup, and was driving south along the Moorestown Road, about three miles north of Powellsville when the incident occurred.

&uot;Mr. Hoggard was deceased when I arrived on the scene,&uot; Trooper Harrison stated.

Harrison would not elaborate on any pending charges in the case.

A third vehicle, an 18-wheel tractor-trailer rig was also involved, hitting the trailer after it had hit Hoggard’s vehicle.
