Northampton maps future plans

JACKSON — The Northampton County Board of Commissioners have approved their five-year capital improvement plan.

At their Wednesday meeting, the board approved the plan, one totaling more than $25 million, that encompasses 2011-2015.

“Approval of this plan does not approve nor authorize funding of the plan or any project included in the plan,” said County Manager Wayne Jenkins to the commissioners.

The plan, which is approved annually by the board, identifies county needs over a specific period of time with estimated costs projected for each need. The approved plan will be utilized for all future budgeting of capital needs. A capital need is one which would cost a minimum of $5,000 and would have a useful life of at least three years.

Some of the highlights included on the plan are a new building for the Department of Social Services listed at $9.7 million and a new courthouse listed at $11.3 million.

Commissioner Chester Deloatch questioned why a new high school was not included in the capital improvement plan.

“You’re building a high price courthouse before a new high school, how do we determine what is priority,” he asked.

Jenkins responded that it is the responsibility of the commissioners to prioritize the projects during their retreat, which has already been held. During their retreat the commissioners prioritized the Phase V Water Improvements, the new DSS building, a new high school and the courthouse.

He added the new high school is not included on the capital improvement plan because that project is just developing and has not come before the board officially.

Commissioner Virginia Spruill noted the projects are contingent upon funding.

Spruill offered a motion to approve the five-year capital improvement plan for fiscal years 2010-11 through 2014-15. Commission Vice Chair James Hester offered a second. The motion passed without objection.
